AZ Central – Ritz groundbreaking could come in Jan

PARADISE VALLEY – Now that voters have given the green light for a Ritz-Carlton resort hotel in Paradise Valley, groundbreaking is expected in January. And the hotel could open as early as fall 2010.

Voters Tuesday overwhelmingly approved Proposition 411, paving the way for the Ritz-Carlton, Paradise Valley, the second Ritz-Carlton in the Valley.

With all precincts reporting, unofficial results showed passage by a 2-to-1 ratio – 4,371 votes in favor to 2,166 opposed.

Supporters, including Mayor Vernon Parker,celebrated Tuesday night at a sprawling private residence built by Scottsdale-based Five Star Development which will build the Ritz-Carlton.

“It is by far the best thing to have in the town of Paradise Valley,” Parker said of the project.

The development will include a 225-room resort hotel and 161 residences on 105 acres northwest of Lincoln Drive and Scottsdale Road.

Jerry Ayoub, Five Star’s president and chief executive officer, was not surprised by the vote.

“We’ve been getting some overwhelming response over the last couple of weeks, phone calls. We’re happy with the results,” Ayoub said.

A citizens group called Preserve Our Paradise collected enough referendum signatures to force a public vote on the project, which was unanimously approved by both the Paradise Valley Planning Commission and Town Council. POP supported a Ritz-Carlton resort hotel, but opposed the density of the project’s residential units.

FormerTown Councilman Dan Schweiker chaired the Yes on 411 political action committee. He said everybody put in a lot of hard work on both sides of the question. Schweiker said the goal was to make sure that the public understood what the election was really about.

“Because it wasn’t about housing or high density or anything. It was about whether or not Paradise Valley is going to have a Ritz-Carlton community. As I felt on the council and I feel now, this is the right project at the right place for that piece of property,” Schweiker said.

Preserve Our Paradise representatives Mel and Eileen Kowal issued a statement Tuesday thanking those who supported the group’s efforts, including the more than 800 residents who signed petitions to place the project on the ballot and the more than 2,000 who voted against Proposition 411.

The votes showed that a substantial part of the town continues to favor its low-density tradition, the couple said.

“We, of course, are disappointed that the fine people of Paradise Valley have voted against preserving the unique low-density residential character of our town. However, we look forward to working with town officials, and the teams of the Ritz-Carlton and future developments to ensure that the values of the town’s General Plan are preserved,” they said.

Five Star still has some hurdles to overcome before construction can begin, including approval of the project’s final plat and securing a 100-year assured water supply.

AZ Central – CityNorth readies for opening next week

For some people, CityNorth is the long-awaited answer to a dream. Its fine dining and specialty shops are just the thing to take one’s mind off troubles.

For others, CityNorth is just more evidence of the rich getting richer. With its large sales-tax agreement with the city – an agreement that will not kick in for a couple of years – it stands as another example of development gone crazy.

Either way, the northeast Phoenix destination opens next week, and although the opening may not have something for everyone, it has plenty planned for the expected crowd.

What: CityNorth will open next week with plenty of activities. This is just the first phase of the mixed-use development; future phases will turn the area into an urban core.

AZ Republic – 2009 annual Golf Pass goes on sale

SCOTTSDALE – The Scottsdale-based Southwest Section PGA has announced the sale of its 2009 annual Golf Pass.

The pass provides an opportunity for golfers to save money year-round, especially during these challenging economic times.

The pass, a service that has been in existence for more than 10 years, can be bought at more than 75 participating golf courses beginning today until Jan. 1 for $125. From January through May 31, 2009, the price is $175. It’s good until Oct. 31, 2009

Members can visit www.swsgolfpass.com to book online tee times (a new feature this year), find course listings and specials that are exclusive to pass members. More than 25,000 passes were sold in 2008.

Pass members are able to play golf all year at participating courses in Scottsdale, Sedona, Maricopa and other cities at a rate of 50 percent off rack fees Monday through Thursday. They receive 25 percent off rack fees Friday through Sunday and holidays.

Advance reservation availability is determined by each golf club. Before booking a starting time, members must check the advanced bookings information for the course they wish to play.

In addition to unlimited, year-round golf, pass members earn Rewards Points for each round played. By registering cards online, members receive a free subscription to Golf Digest or Golf World magazine.

They also receive rewards for most rounds played, five or more courses played per month, et cetera, and can win Ping irons, Ping drivers and Bridgestone golf balls.

AZ Republic – Realistic approach is needed in weak market

Those who sell real estate recall those heady days just a few years ago, when competition over the best homes on the market – known as “showcase properties” – was robust. Multiple bids were common, and eager buyers submitted contract offers stripped of all conditions, such as the right to a home inspection.

Indeed, some buyers were so anxious to beat rival bidders in the race to own an attractive home that they would snap it up without even visiting first, recalls Tom Early, a real-estate broker and former president of the National Association of Exclusive Buyer Agents (www.naeba.org).

Nowadays, the tables are turned. In many neighborhoods, buyers have lots of leverage, and motivated sellers, including the corporate owners of homes taken back through foreclosure, are compelled to bargain with prospects. The sellers of showcase homes, known as “cream puffs,” are no exception.

“At a time when buyers are incredibly demanding, you must be absolutely realistic about the market,” Early says.

Here are pointers for the sellers of homes with exceptional allure:
• Select a listing agent with a good eye.

“If your house is spectacular, you want visuals to show just how good it looks,” says Dorcas Helfant, a former president of the National Association of Realtors (www.realtor.org).

Visuals include photos for print advertising and video for online listings, including the “virtual tours” that have become a popular home-marketing tool in cyberspace.

As Helfant notes, more agents are taking classes in digital photography, and more are producing the sort of professional-quality visuals that home sellers need to compete, especially in neighborhoods with many homes for sale.
• Don’t expect too much of a pricing premium.

Is the property you’re selling decked out with several features that excite buyer interest, such as fine wood cabinets, granite countertops, floor-to-ceiling windows and a fireplace in the master suite? Does it also have 10-foot ceilings throughout? If so, you may be tempted to ask a lot more than your neighbors are asking for similar-size properties that lack such fancy features.

But Helfant cautions against attaching too high a premium when pricing your showcase home, no matter how fancy or well-kept it is.

“Given today’s competitive markets, where available properties abound, I wouldn’t go more than 3 to 5 percent over other like homes in your community, even the ones that don’t show nearly as well,” she says.
• Consider a neighborhood open house for the public.

Real-estate experts often downplay the value of public open houses as a means of attracting the interest of serious purchasers. They say most open-house visitors are curious neighbors or “wishful buyers” who lack the means to go through with a purchase. On the other hand, well-qualified buyers are typically guided through homes by their agents.

But Helfant says there’s a way to increase the impact of the public open house conducted for your showcase property: Encourage other sellers in the neighborhood to hold open houses on the same day, thereby increasing your potential draw.

“Ask your listing agent to contact the agents representing all the other sellers. The more the merrier when it comes to open houses. With more homes open, the greater the chance that serious prospects will come by, with or without their agents,” Helfant says.

A neighborhood open house can be especially beneficial for the sellers of showcase homes because buyers can quickly compare all the places they see.
• Don’t second-guess yourself on your plans to sell.

Many owners of showcase homes are ambivalent about letting go of their properties in a market where bargain shoppers have so much clout. Even after they’ve put their place up for sale, they wonder if they should pull the place off the market until they can get a better price.

Before retreating, Early urges you to take into account the personal and financial implications of postponing your sale.

“Maybe your neighborhood market could stage a huge rebound within one to two years. But you should also consider all the ways you might lose out by waiting,” Early says.

“Postponing your hopes and dreams for a better housing situation means you could be missing that once-in-a-lifetime chance to buy your fantasy property at a major discount,” he says.

AZ Republic – Mountain Shadows resort now up for sale

Just as Robert Flaxman is about to open one luxury resort in Paradise Valley, the California-based developer is selling his shuttered Mountain Shadows just a few blocks away.

Flaxman, president and chief executive officer of Crown Realty and Development Corp., says he is confident he can sell the 68-acre property in a down market to someone who can revive the nearly half-century-old landmark.

After putting in five years envisioning, creating and lording over every detail at the InterContinental Montelucia Resort and Spa, Flaxman says he’s too tired to redevelop Mountain Shadows, which he bought in January 2007.

“I have been on a road trip for five years, commuting back and forth, commuting almost every week, and I’m tired,” he said.

“I want to go home. I want to spend some time with my family.”

Flaxman told The Arizona Republic that he put Mountain Shadows at 56th Street and East Lincoln Drive on the market in the past month.

The resort is listed with Keith Mishkin of Cambridge Properties. Mishkin specializes in residential properties, including the multimillion-dollar villas at Montelucia. His company developed the $325 million Montelucia, which will greet its first guests Tuesday.

Flaxman bought the resort from Host Marriott Corp. for $42 million. He declined to identify interested parties but said there are offers.

Mountain Shadows opened in 1959 and closed in 2004. Its 18-hole executive golf course has remained open.

Flaxman had proposed a boutique-style resort/residential project for Mountain Shadows that would preserve the golf course. But the plan has been in a holding pattern.

Crown has maintained that a 1992 development agreement signed between the resort’s former owners and the town allows the golf course to be razed and used for residential development of up to 584 condominiums.

Paradise Valley Mayor Vernon Parker, who lives in the Mountain Shadows West subdivision next to the resort, said the town wanted the property redeveloped as a resort and the golf course maintained.

Jason Rose, a Crown spokesman, said the fate of Mountain Shadows as a redeveloped resort is tied to Tuesday’s vote on Proposition 411. The outcome will determine whether the Ritz-Carlton, Paradise Valley Resort will be built. The plan, approved by town officials, calls for a 225-room Ritz-Carlton resort hotel and 161 residences.
